Witkoff Says the U.S. Will Mediate Ukraine-Russia Talks in Abu Dhabi on November 10 and 11
The working-level talks will cover post-war security, de-escalation and humanitarian efforts. U.S. negotiators meet European and NATO officials in Brussels first. No outcome is promised.
U.S. Special Envoy Steve Witkoff said Monday that the United States will mediate a new round of Ukraine-Russia negotiations in Abu Dhabi on Nov. 10 and 11, Fox News reports.
The announcement. "The United States will mediate working-level negotiations between Ukraine and Russia on November 10-11 in Abu Dhabi, advancing President Trump's mission to end the war," Witkoff wrote on X. He said the talks will focus on "post-war security arrangements, de-escalation, humanitarian efforts, and next steps toward peace."
Brussels first. This week, he said, American negotiators will meet representatives of France, Germany, the United Kingdom, the EU and NATO. Topics are security guarantees for Ukraine, Europe's post-war security architecture and economic opportunities to support Ukraine's reconstruction.
The track so far. Fox says the effort builds on earlier discussions in Kyiv, Oslo and St. Petersburg. Witkoff said the U.S. looks forward to building on that progress "toward a comprehensive, durable peace agreement that delivers lasting security for generations to come." Fox notes that Trump said last month the effort was "maybe now the closest we've been," and that he believed both sides wanted the fighting to end.
The same day. Zelenskyy warned that Russia is planning a massive strike around the U.S. election, which we covered separately. Fox's report does not say whether Ukraine or Russia has confirmed it will send delegations to Abu Dhabi.
What to keep in mind. This is Witkoff's announcement. We have not seen a confirmation from Kyiv or Moscow, and "working-level" means officials below the top leaders.
