# Veto Pen vs. Subpoena Pen: What a Democratic Congress Means for the Trump Agenda

Trump says he will veto what Democrats send him. Democrats say subpoenas are coming. Thune plans to lead a Senate minority. What the results change for the White House agenda, from what the AP and our earlier reports say.

For two years the president worked with a Republican Congress. In January that ends, if the Associated Press calls hold. The AP has Democrats winning the House and the Senate.

The AP's read. It says the result "will curb Trump's power after he's faced few limits from a compliant Republican-controlled Congress," and calls Trump "without question a lame duck." That is the AP's framing. It is not ours to confirm.

The president's answer. Per Fox News, Trump told CBS he congratulates Democrats and expects them to want to work with him, "otherwise, I'd just veto everything." He told Fox's Bret Baier that after a couple of months of vetoes Democrats will come to the table. He also said he "wasn't on the ballot." A veto is the one power Congress cannot take away. Overriding one takes two-thirds of both chambers, and the AP count does not give Democrats that.

The other side. Per Fox, Democratic lawmakers posted warnings of subpoenas within hours: "LAWYER UP" from Rep. Robert Garcia, who is in line to chair House Oversight, and "Subpoenas" from Sen. Ron Wyden. Fox says likely targets include War Secretary Pete Hegseth, immigration enforcement and the Epstein files. Rep. Thomas Massie, a Republican, plans to force a vote on impeaching Hegseth when Congress returns for the lame-duck session, per Fox.

The Senate. Per Fox, Sen. John Thune plans to run for minority leader, and one unnamed source says that may draw backlash. Fox says the SAVE America Act passed the House three times in 2026 and stalled under the Senate's 60-vote filibuster.

What to watch.
- Appropriations and any government funding fight, where a veto matters most. We have no reporting on the calendar yet.
- Nominations. We have no reporting on what a Democratic Senate will do with them.
- The lame-duck session, when Republicans still hold both chambers until the new Congress is sworn in.

Our read. The agenda that needed new laws is the part at risk. What the president can do alone, he still can. Expect a year of veto fights and hearings, and expect Republicans to ask which fights they actually want.

What we could not check. The quotes come from Fox and the AP. We have not seen the CBS or Fox interviews, any subpoena, or any scheduled vote. Control of Congress depends on the AP calls and takes effect when the new Congress convenes in January.
