Breitbart News reports that more than 30,000 people gathered peacefully in Madrid on Sunday to press the Spanish government to act on Ceuta, almost three months after thousands of migrants poured into the North African exclave in late July. Breitbart calls the event an "invasion."

Who organized it. The rally was run by Mujeres Caballas, a civil group of women that formed after the late July crossing and describes itself as apolitical and multi-religious. Ceuta's regional leader, Juan Jesus Vivas, joined the march. Residents also held a separate protest in Ceuta outside the central government's delegation.

The claims. Vivas told reporters the situation is "absolutely unsustainable." His office estimates about 15,000 migrants remain in the city, equal to 20 percent of its population. It also says crime is up 60 percent, medical emergencies at health facilities are up 400 percent, and the local economy has shrunk by 5 percent. He accused Prime Minister Pedro Sanchez's government of not carrying out a single administrative deportation. "Ceuta is not for sale, Ceuta is defended," he said.

The demands. Organizers read a manifesto with nine demands, including stronger borders, a greater role for Spain and the European Union, a Royal Decree to speed deportation or voluntary departure of those remaining, and changes to Spanish migration law. They gave Madrid 30 days to "start seeing solutions." Maxi Lacasa, a Ceuta police officer who helped organize the rally, said only "two civil guards" now watch the border with Morocco.

Note for readers: the crowd size, the migrant count and the crime, health and economic figures come from organizers and Ceuta's local government as relayed by Breitbart. We could not check them, and the Spanish government's response is not in the piece. We covered Italy and Spain restoring Schengen arrangements after the crossing.
