The Department of Homeland Security says a joint investigation by Homeland Security Investigations and the FBI has led to the arrest of ten non-citizens in North Carolina who are charged with illegally voting in U.S. elections.

The arrests. DHS says ICE, HSI and the FBI made the arrests on Oct. 14 and 15. Nine of the ten are lawful permanent residents. One, Edduard Omar Majano-Sosa of El Salvador, is described as an illegal alien. DHS says he entered near El Paso in July 2022 and was released into the country under the Biden administration, and that he faces an extra charge of being a prohibited person with a firearm after a pistol was found in his vehicle.

The charges. All ten are charged with false claim to citizenship and voting by an alien. DHS describes long voting histories for several of them. It says Karl Paul Fout, from Germany, voted in seven general elections from 2008 to 2024, and Ramona Abreu-Exia, also from Germany, in eight general elections from 2004 to 2024 plus the 2008 primary. It says Gjina Gojcaj McDonald, from Montenegro, voted in seven general elections plus a 2012 primary and a 2019 special election, and Robert Harold Corbett, from Canada, in six general elections from 1998 to 2024. The release also lists arrestees from Jamaica, Haiti, Panama and Germany with fewer votes. DHS says several were lawfully admitted decades ago, as early as 1963.

What officials said. DHS Secretary Markwayne Mullin said, "If you illegally vote, we will arrest you and you will be charged. Only American citizens should be electing American leaders." Acting ICE Director David J. Venturella said, "election laws are not optional." Ellis Boyle, U.S. Attorney for the Eastern District of North Carolina, said, "This is not a victimless crime," because each illegal vote cancels out a citizen's.

Note for readers: this comes from a DHS press release, which is the agency's own account. The people named are accused, not convicted. We have not seen the charging documents, and the text we reviewed did not include responses from the defendants or their lawyers. We left out the full list of names beyond those above; the DHS release has all ten.
