# Voters in Five States Approve Citizen-Only Voting Measures With More Than 60 Percent, While California's Voter ID Proposition Fails 58.5 to 41.4, Fox News Reports

Kansas, Alaska, Arkansas, South Dakota and West Virginia passed the measures. Election-integrity advocates say it shows broad support. A Supreme Court case on Arizona's proof-of-citizenship rule could decide how much states can enforce.

One policy won in states that Republicans lost, Fox News reports: keeping noncitizens out of elections.

The results. Fox says voters in Kansas, Alaska, Arkansas, South Dakota and West Virginia approved ballot measures that bar noncitizens from voting, with support above 60 percent in each. Kansas is where Democrats took a Senate seat in an upset, and Alaska's Senate race is still uncalled. Federal law already bars noncitizens from voting in federal elections. Fox says these measures clarify or write citizenship requirements into state and local elections.

The two losses. Related measures failed in California and Arizona. California's Proposition 39, which would have required voter ID and added citizenship-verification steps, lost 58.5 percent to 41.4 percent. Jason Snead of the Honest Elections Project told Fox the left "poured more than $30 million" into the campaign against it. He said Arizona's measure was broader, with provisions beyond noncitizen voting, which may have hurt it.

What the advocates say. Snead said the bans "enjoy bipartisan support" and cited a 2024 Gallup poll in which 83 percent of Americans, including 66 percent of Democrats, backed proof of citizenship for first-time registrants. Hans von Spakovsky, a former Federal Election Commission member now at Advancing American Freedom, said the Democratic Party is "divorced" from its voters.

The court case. Fox says the Supreme Court will hear a related dispute, Republican National Committee v. Mi Familia Vota, on whether federal law blocks Arizona from requiring documentary proof of citizenship on its state registration form and from removing suspected noncitizens from the rolls. Von Spakovsky said the ballot measures "aren't going to be much good" unless states can verify citizenship, and warned that Democrats in Congress may try to defund the Homeland Security SAVE database states use to check existing voters. Snead pointed to New Jersey, where he said automatic registration added 6,600 noncitizens to the rolls and almost 400 voted. Fox presents those as his figures.

Why it matters here. The vote gives Republicans an argument after a bad night: on this issue, voters in blue-leaning and red states alike sided with them. It also sets up the next fight over the SAVE Act, which Fox says Senate Majority Leader John Thune said Republicans lacked the votes to pass.

What we could not check. Every voice in Fox's report is a conservative advocate, and no Democrat is quoted. We did not check the Gallup poll, the $30 million figure or the New Jersey numbers. The Daily Wire counts the ballot-measure wins differently and includes voter ID measures; we did not reconcile the two tallies.
